Try this when you begin the burdensome task of assembling and removing people from the guest-list: After finding out how many guests can realistically be invited, have your family, wedding party, or whoever else is involved in choosing guests write out a ranked list of who they would like to invite. From this point, simply ask them all to cut the appropriate percentage of guests from the bottom of the list.
